Neck, Time & Money Informatics, Inc. was founded in January of 2005 as a consulting company with two important goals: decreasing the risk associated with the selection and implementation of electronic health records systems and improving access to sophisticated clinical databases required by researchers in health care environments.
In order to achieve these goals we emphasize the use of a formal methodology for data gathering and analysis in order to create a predictable, objective process for helping clients determine the electronic health record system that best meets their needs and to understand the many issues that must be addressed in order to bring about a successful implementation.
Customer service is key. We have endeavored to make our methods and fees as transparent as possible so that our clients can easily compare our services/fees to those of other companies. We emphasize project-based fees because we believe hourly fees create a relative conflict of interest for consultants. With project-based fees if we waste time, we lose money; not the client
Jerome H. Carter MD, FACP, principal/lead consultant of NTM Informatics, Inc., is a board-certified internist and has been active in the field of medical informatics since completing a fellowship in 1987. He is also Adjunct Clinical Associate Professor of Medical Education at Morehouse School of Medicine (MSM) in Atlanta, GA where he teaches Medical Informatics in the Master of Science in Clinical Research Program. Dr. Carter was previously Assistant Professor of Medicine at the University of Alabama-Birmingham (UAB) where he was Director of Informatics for the 1917 AIDS Patient Care and Research Clinic. At the 1917 Clinic, he led a five-year effort to architect, build and implement an electronic health record system optimized for patient care and outcomes research. During that time he also directed the selection and implementation of a dental practice management and electronic record system. While at UAB, Dr. Carter was also a member of the graduate faculty in the School for Health Related Professions in the Master of Health Informatics Program where he was course director for “Clinical Documentation and Information Systems in Support of Patient Care”, which addressed issues related to the implementation and use of clinical information systems.
Dr. Carter is the editor of Electronic Health Records: A Guide for Clinicians and Administrators, Second Edition (April 2008), published by the American College of Physicians. He is currently the chair of the Electronic Health Records Implementation Toolkit Phase 2 Task Force of the Healthcare Information and Management Systems Society. He served as a member of the American College of Physicians' Subcommittee on Medical Informatics from 1993-2001 (Chair, 1997-2001). From 2003 through 2007, he served on the Board of Scientific Counselors, Lister Hill Center, National Library of Medicine.
Over the past 6 years, Dr. Carter has spoken frequently on electronic health record selection and implementation at the American College of Physicians' Annual Session and offered tutorials on EHR selection and implementation at the American Medical Informatics Association Fall Symposium. He is a member of the following organizations: Association for Computing Machinery, American Medical Informatics Association, Healthcare Information and Management Systems Society, Institute of Electrical and Electronics Engineers - Computer Society, Independent Computer Consultants Association, and the Project Management Institute.
